2nd ADF-15 Replenishment Meeting

2019 marks the year of consultation between ADF Donor countries and Management on the ADF-15 Replenishment (2020-2023). The ADF-15 donor consultation meetings provide an opportunity to deepen the discussion on issues facing African Low-Income countries, including macroeconomic stabilization and public debt sustainability, and seek ADF donors guidance on policy and financing approaches to address them. The process will culminate with a financing package for the three years ADF-15 cycle (2020-2023).

The first of a series of three consultation meetings was held during March 20-21, 2019, in Abidjan, Cte dIvoire. The donors were joined by Governors (or their representatives) from Burkina Faso, Chad, Ethiopia and Madagascar, as well as observers from AfDBs Bord of Directors and International Financial Institutions. Mr. Kyle Peters, Coordinator for ADF-15, chaired the meeting.

The donors gave Management guidance on ADF-15s operational priorities and requested it to further elaborate and articulate its narrative prior to the next meeting. Overall, Management was advised to further strengthen Bank's narrative around supporting the Bank Group Ten-year Strategy (TYS) and the High 5s agenda and concentrate on selected sectors/areas where the ADF has a comparative advantage in order to deliver results for its member countries. The areas of focus, inter-alia, will cover policy, institutional and operational commitments for ADF-15; its agenda for addressing Fragility including further strategic and operational as well as analytic work on the inclusion of fragility/vulnerability in the ADF resources allocation framework; revised financing scenarios for grant contributions and concessional loans; and, ADF-15 Resource Allocation Framework, including the ADF core performance-based funding and set-asides.

The second consultation meeting between ADF Donor countries and Management is scheduled to take place during July 1-3, 2019, in Antananarivo, Madagascar. The third and last consultation along with pledges from Donor countries will be held in October/November 2019, in a location to be determined.
