Mid-Term Review of the 13th Replenishment

The Mid-Term Review of the 13th Replenishment of the African Development Fund took place from 11 to 13 November 2015 in Abidjan, Cote d'Ivoire.

The Bank Management reported on the status of the various ADF-13 commitments as well as on Managementís vision on the way forward. ADF Deputies, and observers from international development institutions, met to assess the use of committed resources and review the progress in implementing the key priorities of ADF-13. The MTR also informed the 14thReplenishment of the ADF to be conducted in 2016. Some Regional Members Countries (RMCs) will be invited to participate in the discussions.

The meeting was chaired by a coordinator who will subsequently issue the Chair's Summary given at the end of discussions.

About the Coordinator
Mr. Richard Manning has agreed to serve as the Coordinator for the ADF-14 Replenishment exercise in 2016. Mr. Manning is well acquainted with the ADF having served in the same role for the ADF-13 Replenishment exercise.
Mr. Manning has a long and distinguished career in international development. Richard served in the UK Department for International Development and its predecessors from 1965-2003, where he served as director general from 1996-2003. His other assignments included secondment to the British High Commission, Lagos, from 1968-1970, where he was involved in the relief effort at the end of the civil conflict; to the UK Permanent Representation to the European Communities in Brussels from 1973-75, where he was engaged with the negotiations of the first Lome Convention; and to the British Embassy in Washington from 1984-86, where he also acted as alternate executive director at the World Bank. Mr. Manning was head of the South-East Asia Development Division from 1977-80. From June 2003 to January 2008, Richard was chair of the OECD's Development Assistance Committee. He was co-chair of the High Level Forum on Aid Effectiveness which met in Paris in 2005 and agreed the Paris Declaration on Aid Effectiveness. In addition, he has a long career offering his services as independent consultant on international development issues. He is currently the chairman of the board of the Institute of Development Studies and vice-chairman of the current Replenishment of the Global Fund for Aids, TB and Malaria.
Mr. Manning is currently a Senior Research Fellow at the Blavatnik School of Government at Oxford University. His expertise focuses largely on economic development and health policy in sub-Saharan Africa. Prior to his tenure at the Blavatnik School, Mr. Manning was at the Centre for the Study of African Economies in the Universityís Department of Economics.
